Happy thoughts.
Disorder my ass. Crazy undisciplined bitch! I love how the "sane one" in the family thinks prayer is a good use of people's time and energy. Bipolar sister, delusional brother.
It's easy for us to pass on this extreme behavior as just poor discipline or accuse the person of being just plain bad but that's because we don't have it and we aren't close to anybody that does. Imagine having a friend or loved one that enjoyed the same privileges you've had that just unexplainably goes off of his or her rocker for no reason. There is psychosis attributed to extreme cases of manic depression.
So budzos, are you really Tom Cruise or what?

From the DSM-IV-TR: "Manic speech is typically pressured loud, rapid, and difficult to interrupt. Individuals may talk nonstop, sometimes for hours on end, and without regard for others' wishes to communicate. Speech is sometimes characterized by joking, punning, and amusing irrelevancies. The individual may become theatrical, with dramatic mannerisms and singing. Sounds rather than meaningful conceptual relationships may govern word choice. If the person's mood is more irritable than expansive, speech may be marked by complaints, hostile comments, or angry tirades."
But I do also see how modern society imposes unnatural roles on us human beings that are liable to drive many of us mad. Love, marriage, religion, politics, economics, consumerism, and power systems... our lives are based on one lie after another, and sometimes that's too much for a person's psyche.
I do feel, similar to the guy who is of course wrong about autism, but different in that I think it's actually true, that most people who claim bipolar disorder, depression, anxiety, etc.. are really just weak, passive-agressive shitheads who would do just as well with a boot up the ass as a bunch of sympathy, accomodations for their obnoxious symptoms, and a prescription.
Maybe I've just had too many experiences with crazy bitches that have left me with contempt for the mentally ill. Who knows?
Who will be the first to type the obvious joke reply: "what's your excuse for being a shithead?"
You're making the assumption they think before they act. It has been my experience that people with bi-polar in a manic phase have very little impulse control, its not so much a choice they make as an inability.
You seem to be under the impression the girl's brother is offering excuses and asking for sympathy, maybe he is, but it is my impression, more than anything, he's looking to spread understanding. Why understanding, understanding that she isn't just a thug, she doesn't act like that for the joy of it. Understanding that in order for her to become a functioning productive member of society she needs help in the way of therapy and medication.
And I will tell you this, being beaten or tossed in prison does absolutely nothing to actually help/reform these people, if anything it makes them much much worse. Met with violence they are much more likely to respond in kind, with little regard for their own safety let alone others.
And the whole frustration the families face is they can't get the person the help they need. By law they have no right to force the person into any mental institution, and even if they're willing services are very expensive, especially good services. Most government run "free" facilities won't take people unless they're so bat-shit insane at any moment they're liable to kill themselves or someone else.
So what do you do? Ignore it, throw them all in jail over and over again as they continuously repeat their offenses?
